What is EVV?

Electronic Visit Verification (EVV) is a method used to verify home healthcare visits to ensure patients are not neglected and to cut down on fraudulently documented home visits. EVV is required by most states for State Medicaid providers as part of the 21st Century Cures Act.

EVV applies to care and health services rendered in the home. States are required to implement EVV for all Medicaid personal care services and home health services that require an in-home visit by a provider. Eventually, all care agencies providing care to people in their own homes will be required to operate EVV tracking.

EVV systems are secure and compliant with the Health Insurance Portability and Accountability Act (HIPAA).

What are the EVV requirements?

The six verification criteria to meet for EVV are:

  • Who receives the service
  • Who provides the service
  • What service is provided
  • Where the service is provided
  • Date of service
  • Time the service begins and ends

Understanding the differences between Electronic Visit Verification (EVV) and Electronic Claims Submissions (eBilling)

How does EVV work?

EVV uses technology to make sure that members and participants receive the in-home services they need.  Information is sent from a mobile phone app or through voice notification from a patient’s landline.

What is Alternative EVV?

An alternative EVV system is an EVV data collection software system that is not provided or specified by an individual state Department of Health Services. Alternative systems are typically found in only those States that have chosen a “Closed” model (non-open market) for implementing the Medicaid EVV mandate of the 21st Century Cures Act.

In this situation, home care providers can choose to use their preferred software supplier as an alternative to the State’s EVV-chosen system.

The home care provider’s chosen EVV provider will collaborate with the state’s EVV system provider to complete testing and verify data transition.
